农村土地流转必须以农民的自愿为基础。笔者在定义农村土地流转成熟度的基础上,认为对某一区域是否具备土地流转条件的评价,不但应该包括对土地流转市场、农民权益保障机制建设的衡量,还应包括土地流出者(农民)对土地流转的意愿以及流转过程中可能承担的风险以及权益保障的认知评价。为此,笔者构建了一个由土地流转市场建设、保障机制与制度、非农就业驱动以及农业技术发展四个子目标组成的区域农村土地流转成熟度评价指标体系,然后应用层次分析法设计了一个适合判断土地持有者(农民)对土地流转成熟程度认知的评价方法。该评价方法不但能够用来判别目标区域农民对土地流转的意愿,而且也可以用来反映不同区域(子区域)在土地流转市场建设、保障机制与制度、非农就业驱动以及农业技术发展等影响土地流转因素的差异程度。该评价方法对于政府推动土地流转的机制建设和有关土地流转企业的市场决策,尤其是土地银行等专业土地金融机构是否介入区域土地流转市场的决策具有重要借鉴意义。

Farmers' voluntary is the foundation of the circulation of rural land China.In this paper,on the basis of defining circulation maturity on rural land,the author put forward that circulation maturity assessment on rural land in a certain region not only should include the maturity on land transfer market,farmer rights and interests protection mechanism,but also should include the assessment on land holders' (farmers')willingness on land circulation and the cognition of interest protection and risk which occurred possibly in the process of land circulation.For the purpose,a circulation maturity assessment index system on regional rural land circulation consisting of land market establishment,social security mechanism and law,non-agricultural employment driving and the development of agricultural technology of the four sub-objectives was established,and then in order to evaluate circulation maturity on rural land,a method for suitable reflecting the voluntary of land holder(farmer)was proposed with the application of analytic hierarchy process.The assessment method not only can be used for distinguishing the circulation maturity on target regional rural land,but also can be used to reflect the influence of difference land transfer factor such as land market establishment,social security mechanism and law,non-agricultural employment driving and the development of agricultural techno-logy among the different regions.This paper has important significance for the government's mechanism construction of promoting the rural land circulation and marketing decision of the enterprise related to land circulation,especially land bank and other professional land financial institution's decision whether to enter the regional market of land circulation.
