生产性服务进口贸易在快速发展过程中，对复杂度这一“质” 的衡量越显重要。笔者在测度复杂度及上海科技企业技术水平的基础上，通过实证研究发现，生产性服务进口贸易中的高技术金融业对技术水平有负向效应，应该严格控制其进口数量，而高技术专利及所有权业对上海科技企业技术水平有正效应，应该加大进口比重；计算机和信息业、通讯业、保险业对科技企业技术水平有负向影响，应该在一定程度上限制其进口数量；而低技术其他商业和运输业虽然对企业技术水平有负向效应，但基于其对全要素生产率的正向作用，在一定范围内还是应该保持其低水平占比，助其在一定范围内发挥积极效用。

Import complexity becomes more and more important during trade development.Here, we measure complexity and find finance in high technology complexity for negative effect to firms’technology progress.It is necessary to control import amount.But patent is very helpful for technology progress and we should try to increase imports;because of negative effect from communication and computer, insurance, we should limit the weight of middle complexity producer service imports.And keep some percentage for low technology producer services,such as other commercials and transportation.
