The new urbanization is the urbanization of the people, however, the spatial urbanization represented by land expansion is faster than population urbanization in China. The emergence of the problem is closely related to the behavior of the local government as promoter of new urbanization. First of all, from the longitudinal dimension, to create performance and get promotion, in order to obtain revenue to alleviate the financial pressure, the “promotion tournament” and the “fiscal tournament” has internal relations, with land as the carrier of economic development. Secondly, from the horizontal dimension, city residents, enterprises and financial institutions and the local government formed the super iron interest triangle, stimulating the local governments to actively promote the space urbanization. Finally, under getting revenue by land selling and land financing, rational local governments regard land as commodity trading space, leading to the development of space urbanization, and non-coordination issues of urbanization is further strengthened.
