我国地方政府隐性债务边界的厘清及治理问题研究

摘要

我国地方政府隐性债务问题一直是国内外关注的焦点问题之一。其内涵外延认识不一,争论较多,成因复杂,且2015年后财政、审计等业务主管部门没有发布相应的统计数据。但从地方政府投融资平台等债务主体城投债等数据观察,债务仍呈蔓延趋势,成为现阶段我国财政金融风险亟需治理的重点领域。笔者分析了目前我国地方政府隐性债务治理面临的紧迫形势,梳理了国内外研究文献,界定了地方政府隐性债务的内涵,论述了我国地方政府隐性债务特殊的形成机制,并厘清了边界治理风险中的难点。在此基础上,本文提出了厘清现阶段我国地方政府隐性债务的边界,建立全国统一的地方政府隐性债务统计、监测和发布制度,建立地方隐性债务风险管理的阶段性目标等政策建议。

Abstract

In recent years,the implicit debt of local government in China has been one of the focus issues at home and abroad.Its connotation and extension are not clearly defined,there are many arguments,and the causes are complex.Besides,after 2015,administrative departments in charge of finance and auditing did not release corresponding statistical data.However,according to the data of local government investment and financing platforms and other debt entities such as urban investment bonds,the debt is still spreading,which has become a key area in urgent need of financial risk management in China at this stage.This paper analyzes the current urgent situation of local government's implicit debt governance,sorts out domestic and foreign research literature,defines the connotation of local government implicit debt,discusses the special formation mechanism of local government implicit debt,clarifies the border of local government implicit debt and the difficulties of risk governance.On this basis,the paper proposes policy recommendations to clarify the boundary of implicit debts of local governments in China at the present stage,establish national unified implicit government debt accounting,monitoring and release systems,and establish phased objectives of local implicit debt risk management.
