In this paper, the United States, Australia, Japan and other developed countries and China Taiwan region, for example, the system examines the urban and rural infrastructure, compulsory education, health care and old-age insurance and basic public services to achieve equalization process, and summarizes the basic experience. The study showed that the equalization implementation steps to comply with the first city after the rural, agricultural employees in the first industrial employees in the order of the first rich people poor; the equalization achieve conditions require a higher level of economic development, urbanization continues propulsion, abundant fiscal revenues, the clear responsibility of the government as well as the democratization of governance.
